telegram of 25th March, 1930, is sufficient authority

for now promoting a Cadet Officer to Class I, and for

similar action when, as is probable at some future date,

it becomes necessary to fill from non-Cadet sources the

post of Inspector General of Police, which has for many

years been treated as a Class I Cadet post.

If Your Lordship concurs I recommend for the vacancy now in question the promotion of Mr. R. E.

Lindsell who is now at the head of Class II and is in

every way well qualified for such advancement.
